Does this mean that -
A. be aware that your dog likes butts
B. in Japan, you ask your dog to find you cigarette butts
C. if you look for the ant, you will find the butt
or
D. All of the above?

I remember seeing these signs in Japan about five years ago. The strangest one said, ‘people who litter with cigarette butts are like children scolding adults with paintbrushes.’

Here is my interpretation based on what it says on the ad doing the translation from Japanese copy.
“If you walk your dog, you and your dog may notice the cigarettes tossed on the street more than usual. If you as a single individual notices cigarettes and do not throw them on the ground (implied in Japanese), this will improve the social behavior and bring the better society as a whole.”
I am sure this still does not make sense to a lot of people in the U.S.
I you walk your dog, in japan you have to clean its poo. So you are paying more attention on you dog and grown level thus you are more likely to notice the butts.
I love these signs. I have a calendar that has one for each month and it always gives me a smile.
